Why 'Shovel-Ready' Sites Rarely Are

For large AI campuses, shovel-ready is usually a label, not a permitting status — what zoning, utility, and interconnection approvals actually gate a build.

A site can carry every visible sign of readiness — zoned land, cooperative officials, a completed site plan — and still sit years from a foundation. For large AI campuses, readiness is defined by which approvals remain open, not by how a listing describes the parcel.

Few phrases move faster through a site-selection conversation than “shovel-ready,” and few are harder to verify. The term suggests that a project could break ground more or less immediately: the land is controlled, the use is permitted, the utilities are in place. In practice, at the scale of development AI campuses now require, a site that genuinely meets that standard is uncommon. The Readiness Brief treats truly shovel-ready sites — those with pre-approvals, existing substations, and streamlined zoning — as the exception rather than the norm, and notes that significant lead time for planning, approvals, and utility upgrades typically remains even where the surface indicators look favorable.

The distinction matters because the label and the underlying status can diverge for years. Understanding where that gap comes from is the difference between an assessment that reflects the actual critical path and one that mistakes an attractive parcel for a buildable one.

What the label usually means

When a site is presented as ready, the claim generally rests on a handful of visible attributes: the parcel is large enough, an owner is willing to sell, local officials are receptive, and a site plan exists. Each of these is real and useful. None of them, individually or together, establishes that construction can begin.

The core misinterpretation is straightforward: available land and willing officials are necessary but not sufficient. A community can rezone hundreds of acres and still sit far from the infrastructure a large load requires. The binding constraints — power, water, and fiber — operate independently of local enthusiasm, and a receptive municipality has limited ability to accelerate them. Treating the visible attributes as the finish line, rather than as entry conditions, is the recurring error.

The entitlement clock most large sites still have to run

The first approval that separates a labeled site from a buildable one is usually zoning. Large AI campuses are frequently 100 acres or more, sited in suburban or semi-rural areas where local land-use codes never contemplated a data center. As a result, the project typically requires a rezoning or a conditional-use permit, and both carry public hearings as part of the process.

The working timeline for that step is bounded on one end and open on the other. Where the request is uncontested, a rezoning or conditional-use permit commonly resolves within roughly three to six months. Where it is litigated, the timeline becomes uncertain and can extend beyond a year. That range is significant for planning because the entitlement process is often on the critical path: until the use is permitted, other commitments remain provisional. A site marketed as ready while its rezoning or conditional-use application is still pending is, in a precise sense, not yet approved for the use it is being sold for.

The public-hearing requirement also means the outcome is not fully within the developer’s or the municipality’s control. Community response enters here, and community rejection is a leading failure mode for large projects — a factor better treated as infrastructure risk than as public relations. For the purpose of assessing readiness, the relevant point is narrower: an entitlement that depends on a hearing is an open question until the hearing concludes, regardless of how the parcel is described beforehand.

Utility and interconnection status run on their own schedule

Even where zoning is resolved, a second category of approvals frequently remains open, and it does not move in step with the land-use process. The substation a large load depends on may not yet be built, and the interconnection study that determines how and when the site can connect to the grid may not be complete. These steps answer to utility and regional planning timelines rather than to the transaction schedule, and either can outlast the entitlement process.

Grid position is a primary determinant of how buildable a site actually is. Sites near existing large substations, former or operating power plants, or transmission intersections — for example, a campus along a 345 kV corridor where prior grid upgrades have already been made — reduce the need for new lines and shorten the path to service. A parcel far from a transmission node can require new infrastructure whose cost to serve is high and whose delivery is measured in years. The same land, in other words, can be close to ready or far from it depending on where it sits relative to the grid, independent of any zoning designation.

Why some sites genuinely are closer to ready

The exception is instructive because it defines what real readiness looks like. Sites that combine pre-approvals, an existing substation, and zoning already suited to the use are meaningfully further along, and they are the minority. Adaptive reuse of brownfield or industrial parcels can move a site toward that category: reusing a former industrial site — a former auto-assembly plant site, for instance — can ease the zoning path and tap infrastructure that is already in place, addressing the entitlement and utility questions at the same time.

That pattern reinforces the underlying point. What makes a site closer to shovel-ready is not the absence of process but the fact that the consequential approvals have already been secured, or are structurally easier to secure. Where they have not been, the label describes an aspiration rather than a status.

Reading readiness on the critical path

For planners and decision-makers, the practical implication is a shift in the question being asked. The informative assessment is not whether a site is called ready, but which specific approvals remain open and what each contributes to the schedule. Zoning: is the rezoning or conditional-use permit granted, pending, or contested? Utility: does an adequate substation exist, or must one be built? Interconnection: is the study complete, and what does it require? Each of these has its own timeline, and the longest of them — not the most visible attribute — sets the earliest credible groundbreaking.

Framed that way, “shovel-ready” becomes a claim to be tested against a short list of concrete approvals rather than a summary to be accepted. A site can hold willing land, willing officials, and a finished plan while remaining years from a foundation. Readiness is a function of approvals secured, not attributes displayed. Land, cooperative officials, and a site plan are entry conditions; zoning, utility, and interconnection status determine when a project can actually begin, and any one of them left open can define the critical path.
